In order to cultivate a new industry of fully biodegradable materials, accelerate the formation of a complete industrial chain from production to distribution, sales, and consumption, and promote the healthy development of the fully biodegradable materials industry, the following policies and measures are formulated.

1. Increase financial support. Incorporate the construction of all biodegradable materials industry related projects into the province's key industry support scope to provide support, combined with the development of the degradable material industry, formulate appropriate annual "gambling" standards, and the provincial industry authorities shall follow the relevant provisions of the province's key industry support carried out. 2. Supporting enterprises to grow bigger and stronger. Adopt staged rewards and support methods, for the first time that the annual main business income of all biodegradable materials companies exceeds 100 million yuan, 300 million yuan, 500 million yuan, and 1 billion yuan, a one-time payment of 1 million yuan and 1 billion yuan will be given for each step up. 3 million yuan, 5 million yuan, and 8 million yuan rewards. 3. Broaden financing channels. 4. Support the establishment of industrial alliances. Support fully biodegradable material companies to establish industrial alliances, and organize a group to negotiate with fully biodegradable raw material manufacturers to ensure the supply of raw materials in our province. 5. Strengthen the construction of quality infrastructure. Continuously improve the industry standard system of all biodegradable materials in our province. Relying on existing inspection and testing institutions, strengthen the testing of all biodegradable materials, carry out public services such as performance testing, quality evaluation, simulation verification and testing certification, and combine financial resources to provide reasonable protection for the construction of testing and certification platforms according to the existing funding guarantee system. Actively guide third-party organizations to carry out the certification business of fully biodegradable materials, assist in the development of testing and certification capacity, promote the establishment of an international mutual recognition mechanism, and form a testing and certification center with regional influence. 6. Strengthen the training of skilled workers. Encourage qualified universities and vocational colleges (including technical colleges) to adopt the method of cooperating with fully biodegradable materials enterprises to jointly build enterprises that integrate production and education in the field of fully biodegradable materials. Continue to promote vocational skills improvement actions, support all biodegradable materials enterprises to organize employees to carry out vocational skills training, and comprehensively improve the professional quality and skill level of employees. 7. Support technological integration and innovation. Promote leading fully biodegradable materials companies and well-known research institutions to set up R&D centers in Hainan to break through core key and common technologies. Encourage all biodegradable materials companies to undertake technical research in the fields of raw material modification, product research and development, and enhance their core competitiveness. Through the provincial science and technology plan, focus on supporting the research and development of biodegradable materials technology and product development, and promote the transformation and application of results. Support the construction of key laboratories of Hainan Province and Hainan Province's Degradable Plastics Technology Innovation Center in the field of environmental protection. 8. Support the promotion and application. Unblock the sales channels of fully biodegradable material products, and support fully biodegradable material companies to use the Internet trading platform through various forms such as winter fairs, agricultural fairs, e-commerce platforms, and use “online and offline” multi-channels to carry out production and sales docking activities, and expand Marketing market. Through the laying of all-biodegradable material product vending machines and other forms, consumers are encouraged to consciously choose green and environmentally-friendly fully biodegradable products. Encourage companies in emerging fields such as e-commerce, express delivery, and food delivery to purchase products with fully biodegradable materials that meet the performance standards. Support enterprises to open up domestic and foreign markets, expand the scope of application, and realize the full-scene application of all biodegradable materials. This policy is interpreted by the Provincial Development and Reform Commission and will be implemented on a trial basis from the date of promulgation. The trial period is three years. After the trial period expires, timely adjustments will be made based on the implementation evaluation effect and the development of the fully biodegradable material industry. All relevant departments should further standardize the fund declaration procedures, strengthen fund supervision and performance evaluation, speed up review and evaluation and fund allocation, and ensure that the policy is implemented and effective as soon as possible.
